About Us

Kenneth W. (Kenny) Oland has twenty-five years in law enforcement, beginning his career with the Frederick, Maryland Police Department in 1977. He accepted a position with the Maryland State Police in 1984.  He retired in 2002 as a Corporal as the result of injuries received in a collision.

During  his time with the Frederick Police Department (FPD), Kenny served in the Patrol Division before being re-assigned to the Staff Traffic Unit.  As part of his duties within the Staff Traffic Unit, he investigated a number of major collisions within the City of Frederick and reviewed completed accident reports.

He has received extensive training in many areas of crash investigation and reconstruction, including commercial motor vehicles, hazardous materials, buses, pedestrians, safety belt examination, occupant kinematics, motorcycle crashes, vehicle examination and documentation, bicycles, child safety seats, air bags, lamp examination, and forensic medical records examination.

When the Maryland State Police began its first full time Crash Team, he was selected as one of the four members. The Crash Team was responsible for the investigation of serious and fatal crashes throughout Maryland as well as the training of future Accident Reconstructionist.  Kenny was selected to become the Reconstruction Training Coordinator then later named the Maryland State Police Crash Reconstruction Coordinator.  He was responsible for the development of the policy for the completion and submission of all reconstructions completed by MSP, the reconstruction training programs, the certification of MSP personnel, and the final review of all completed Detailed Crash Investigation Reports.  Kenny was certified as an instructor by the Maryland Police and Corrections Training Commission.

In 2002 Kenny began a second career with the National Highway Traffic Safety Administration (NHTSA) working in the areas Commercial Vehicle Analysis and Reporting (CVARS), Fatality Analysis and Reporting System (FARS) before becoming a member of the Crash Investigation Division (CID).  He worked within the National Automotive Sampling System (NASS), and the National Motor Vehicle Crash Causation Survey (NMVCCS).  He also assisted the NHTSA’s Office of Defects Investigation and the Office of Rule Making.
